Terrain SetHeightAt() issues

description

Most of the terrain deformation is fixed but there still is a problem with some vertices not rising on very large polygons only.

This has been fixed by raising the second vertex count in SetHeghtAt() Anything further the polygons need to be smaller to begin with.

All 9 tiles will be searched to stop terrain ripping.
